QuantERA’s Contribution to the Call for Evidence on the Single Basic Act for Joint Undertakings

The QuantERA consortium has submitted its contribution to the European Commission’s Call for Evidence on the future Single Basic Act for Joint Undertakings and the framework for the instruments under the next Horizon Europe Framework Programme (2028–2034) and the European Competitiveness Fund. The consortium highlighted the need for a dedicated governance and coordination framework to support Europe’s quantum ecosystem.

In its contribution, QuantERA emphasises that the scale, complexity, and long-term nature of quantum technologies require sustained European coordination and funding that goes beyond the capacity of individual Member States. The consortium advocates for a governance framework with autonomous management and a dedicated budget, capable of supporting the entire quantum innovation pipeline—from fundamental research to industrial deployment. The consortium further stresses that this framework should ensure the continuity and strategic positioning of well-established initiatives such as QuantERA as complementary components of the European quantum ecosystem. This would enable Europe to build on proven implementation capacity and preserve effective instruments while strengthening coherence across the entire quantum innovation landscape.
